The file you linked is not a "better version." Graphics such as maps should preferably be saved as PNGs to avoid compression artifacts. You will notice the difference in quality if you zoom in to the textual elements. You should also read more about different file types and their uses. I think that is because extra sharpening is applied to JPEG thumbnails (Commons:File_types#JPEG). The guildeline recommends that in the case where the sharpness is desired both a PNG and JPEG should be saved. However, in this case, since the source is already saved on commons as a PDF I see no need for this. Verbcatcher claims the PNG is less clear when scaled (and I might agree) however I would argue that in neither case is the quality good enough to actually read the text from the thumbnail, so regardless a reader will have to expand the image to read the details. Secondly I would point out that the other map in the article is saved as a PNG (File:Coronavirus vaccination centres in Wales 15-01-21.png), so for consistency both files should either be JPEG or PNG.
